Qualifikation der Helfer im Katastrophenschutz - eine vergleichende Studie über einen Zeitraum von acht Jahren

This study examines the theoretical and practical skills of medical services personnel in disaster control and emergency medical service in 1994 and 2002. A multiple choice test was used to test theoretical knowledge regarding: vital signs, basic life support, fire injuries, diagnostic skills, care of trauma patients and knowledge of material. 162 medical services personnel participated in 1994 and 145 in 2002. A specific emergency circuit was used to check the practical skills: check of vital signs, basic life support, diagnostic skills and the assistance during medical activities. The participants at this emergency circuit were medical personnel having exclusively worked in disaster control (1994 n = 60, 2002 n = 43), or emergency medical services (1994 n = 22, 2002 n = 25) as well as medical personnel who were active in both areas (1994 n = 31, 2002 n = 52). The participants who were only active in disaster control obtained poorer results in the theoretical test (median: 1994 54 %, 2002 59 %) than the comparison groups in both survey periods. By contrast the results of participants with additional or exclusive experience in emergency medical service showed little difference between each other (median 1994 78 % vs. 75 %, 2002 80 % vs. 79 %). In 1994 less than a third of the performances of the participants, who were exclusively active in disaster control, were assessed as adequate in the following areas: checking for breathing, ventilation, cardiopulmonary resuscitation and assistance at intubation. In all these areas significantly improved results were obtained in 2002. It could be observed in both survey periods that when there is even minimal participation of the medical services personnel working in disaster management in activities of the emergency medical service, this considerably increases their skills regarding most of the tested practical (basic) skills and raises them almost to the level of the personnel working in emergency medical services.
