If yes, go to the login page and log in without registering first. You can immediately start a new submission.

If no, you may be allowed to publish on OPARU nonetheless:

THU: You do not need to register. Please contact your library. They will take care of your submission for you. Professors may submit their publications themselves and can register an OPARU account if they wish.
uulm: You are connected to Ulm University, but no longer have a kiz account.

Before you log in, you need to register. Please send the email template, which you will see after you successfully registered, to the Service Point Publication Management (uulm) or to the THU Library (THU), respectively. They will then give you permission to submit your publication. Without this step, you will not be able to start a submission.

This address will be verified and used as your login name.
